Slander and libel are civil suits, it needs to be criminal acts to get him arrested in a foreign country. And even then it wouldn’t work, when apparently he can somehow pay his way out. So whatever you were “literally” trying to say, it doesn’t really work that way.
Except he did, and he somehow won the case in court?

USA will not arrest Musk on a matter of Slander in Germany.
Slander and libel are civil suits, it needs to be criminal acts to get him arrested in a foreign country.
And even then it wouldn’t work, when apparently he can somehow pay his way out.
