If anything, that implies your windows are pretty well insulated, if the outside can get cold enough for water to condense on it. Unless condensation occurs indoors, I wouldn’t worry about it.

Of on the outdoor side, then nothing, but if it’s double panned and on the inside, then you may have broken seals. Not a problem, just asthetic.
Not really, if the seals are broken then insulating gases between the panes leaked out and the windows will not insulate as well as intended. So it’s more than just aesthetic.
Can cause permanent stains between the panes though.
